New version of Bookbuilding module — 2.4

This updated Bookbuilding module is implemented with a redesigned mechanism for control of the allowed price range. In particular, verification that the order price/rate satisfies the current acceptable range is now performed unconditionally.

Additionally, a new setting, ‘Allow orders entry with price outside range’, has been added, which allows forwarding an offering /buyback order at a price outside the preset price range.
