New version of Non-Trade Instructions module — 21.4

Starting from September 1, 2026, the Bank of Russia's Directive “On the conduct of transactions by a depositary for crediting securities to a depo account without an instruction from the depositor and requirements for the conduct of depositary activities in part of conducting transactions for debiting securities from depo accounts for their crediting to an account without an instruction from the depositor” comes into force.

In accordance with this directive:

  • security transfers must be carried out without the client submitting a separate instruction to the receiving depositary,
  • a restriction is set on the maximum duration of certain processes within the security transfer.

To implement these requirements, depositaries must accept transfer instructions and exchange messages via the new MOEX MOST service. This service is designed for message exchange between depositaries when a person transfers security to themselves to another depositary without submitting an instruction to credit the securities (M2M transfer).

There is no direct integration with the MOEX MOST service in the QUIK system and Non-trade instructions Module. Integration with the securities transfer system must be carried out by the bank's or broker’s depositary. For integration of the Non-trade instructions Module with the back-office system and the depositary, as well as for integrations with the client's personal account in the Non-trade instructions Module, an API is provided – a set of stored procedures and export tables in the Module database.

To support this functionality, a number of improvements were made in the Non-trade instructions Module version:

  • In the Module plugin of the QUIK Administrator program, a new ‘M2M transfer instruction’ attribute was added to the security deposit / security withdrawal instruction setting dialog. For the specified instruction types, additional fields will be available for display on the instruction form.
  • A new dictionary of depositaries was added to the Non-trade instructions Module database, which includes TIN and names.
  • The ‘Depository recipient’ field and ‘Pass expenses information’ attribute were added to the Securities deposit / Securities withdrawal instruction forms (for M2M), the stored procedure for registering a new securities instruction, and the Module's database export table.
  • During the Module update, two new instruction types are automatically added: ‘Securities deposit (M2M)’ and ‘Securities withdrawal (M2M)’. They are configured by default and are available for working with M2M instructions immediately after the update.
  • An ability was added to register ‘Securities deposit (M2M)’ instructions via stored procedures, specifying only the ISIN without the instrument code.
  • Registration with fractional amounts is now supported for ‘Securities deposit’ / ‘Securities withdrawal’ instructions.
